Para-determined here means constrained by the mathematical and physical architecture of the symvironment, but not fixed to a single outcome.
The exploration proceeds through attractor-channeled trajectories rather than uniform random search; variation and selection are not random with respect to the system's prior switching architecture, because the system's accumulated information structure makes some trajectories accessible and others not.
